Sir:-

With reference to your letter 37227/1904 (undated Nov) respecting the registration of Companies in Hongkong, I am directed by the Marquess of Lansdowne to transmit to you, to be laid before the Secretary of State for the Colonies, a copy of a Despatch from His Majesty's Consul at Swatow, inclosing a copy of the Articles of Association of the Swatow, Chaoyang & Kieyang Steam Launch Company, and furnishing information as to the character of the Company's Office at Hongkong.

I am at the same time to inclose a copy of a letter from the Board of Trade, to whom the papers have been referred, together with a copy of a despatch which has been addressed to His Majesty's Minister at Peking, requesting him to instruct the Acting British Consul at Swatow that it is not incumbent...
